In a place with winters like Absarokee's, water is what breaks concrete. It soaks into the surface or collects under the slab, then freezes. Ice takes up more room than water, so every freeze and thaw pushes the concrete apart a little more. Over a long winter, and then many winters, that damage adds up.

Inside the county's Regulated Flood Hazard Areas, work such as grading and fill needs a Floodplain Development Permit. The county is updating its floodplain maps after the 2022 flood. Until the new maps are done, it regulates with the current ones. Any lot near the river or a creek should be checked with the county before a pour.
Highway 78 is a state highway that runs from Red Lodge through Roscoe and Absarokee to I-90 at Columbus. That matters for any driveway that meets it. A new or changed approach onto a state highway needs a permit from the Montana Department of Transportation. The property owner is the one who applies.
