The condition test is straightforward. If the gravel was installed correctly, holds its shape, and drains, it can act as the base and the asphalt goes over the top. If it is rutted, thin in the wheel tracks, or sitting in a low spot that puddles, that gravel has to be regraded and added to first.
Most rural drives around Shepherd, Huntley and Lockwood fall in the second group. They were built by dumping gravel and driving on it, not by placing six to eight inches of aggregate and compacting it in lifts. That is not a knock on them. It does mean a real quote includes base work, and a bid that skips it is pricing a different job than the one you need.

What does a long rural driveway cost?
Nobody publishes a per-mile figure, so do the math in square feet. A 12 foot wide drive running 500 feet is 6,000 square feet, which at $6 to $12 per square foot puts it between $36,000 and $72,000. That is the number that surprises people on acreage.
Two things bring it down. Narrowing the paved width to what actually gets driven saves real money, since every foot of width multiplies across the whole run.
